Federal Funds Restriction
Restrictions:
● Appropriated federal funds will be recorded in CORE as non-appropriated using the respective SAI of 1, 2 or 3, and then will be immediately fully restricted.
● The recording of this restricted budget will maintain compliance with Legislative direction, however, it will not create a budget as the Legislature is not able to commit Federal funding
● Federal budget will only be approved by the OSC when they receive an actual award.
● Exception- Specific items in the Long Bill are entitlements that require State legislative action and will be recorded using Spending Authority Indicators (SAI) 1, 2 or 3, as appropriate, and not be restricted.
● The recording of federal estimates is not envisioned.
● The only positive dollar amount of federal budgets in CORE should be those that have been supported by a Federal award.
● To accommodate spending on Federal awards that have not been received yet, but the State department has received notice of, a $0 budget may be established in CORE.
● The OSC will monitor these; however, the responsibility of ensuring that there is actual Federal revenue to cover expenditures is the cabinet’s responsibility.
