Process Group Description
This process group includes interfaces for Labor Distribution Cost for Cost Allocation.
Rationale or background to policy:
Labor Distribution Cost (LDC) spreads each employee’s salary and fringe benefits across accounts based upon their time sheet reporting for the period. LDC is required by some federal agencies such as DOLE and DHHS. This is not cost allocation but a distribution across directly benefitting programs or to a cost pool that will then be pooled and allocated using an agreed upon methodology.
Policy Statement:
CAlloc.PO.04 CAlloc Labor Distribution Cost
Departments shall use Labor Distribution Cost to charge payroll cost to the benefitting account(s).

LDC is currently being developed and procedures will be forthcoming.
1. Processing of LDC Interface
Assumption: LDC Interface automatically replaces the manual data entry that occurs in the Statistical Unit (STAT) table.
2. Process infoAdvantage Reports for validation of STAT results
- Assumption: Processing of infoAdvantage Reports to compare against the results in the STAT table for validation. These might include the following:
Matching Report
Exception Report
- Log into Info Advantage using the same system administrator assigned username and password
- Open My Favorites and locate the selected LDC Report
- Click the public folder drop down
- Click the Reports drop down
- Click the State wide??? reports dropdown
- Open the LDC??? Folder
- Select the XXX Report
- Enter the required material for the selected report and run it
- Repeat this process for all reports needed
3. Analysis of the STAT values
- Assumption: Missing or incorrect data
Data needs to be removed through a reversal process
Interface needs to be run again
infoAdvantage Reports need to be run again
Data needs to be analyzed
