Creating a Solicitation from Requisition (RQS)
Process
This job aid describes the process for creating a Solicitation (SO) from a Requisition (RQS) transaction in CORE.
To create a Solicitation (SO) from a Requisition (RQS) transaction in CORE, follow the steps below:
Use Global Search by Page Code to open a page
On the Global Search bar, click the drop-down.
Check the Page Code check box:
In the Global Search bar enter: RQS
Select RQS Standard Requisition
2. Find and select transaction you want to copy forward
Click the 3-dot menu on the right side of the line
Select Primary Actions
Select Copy Forward
From the Copy Forward table Select the SO type (ex. DQ1) you want to create.
Scroll down and enter:
Transaction Dept – ex. AAAA
Select Auto Numbering
Select OK
Review the Solicitation Category in the Procurement Details section of the Header tab
Choose Solicitation Category from the pick list.
If Terms and Conditions are going to be added within the solicitation and not as an attachment, scroll down to the Templates section of the Header tab.
Use the picklist for the Terms and Conditions Template to select a template
Enter T&C code needed.
Select Save.
Select Load Terms and Conditions from the 3-dot menu.
Confirm terms and conditions selected auto-populates on the Terms and Conditions tab.
Attach any supporting documents, if necessary.
Select Schedule of Events tab (Optional).
Select Schedule of Events.
Enter Schedule of Events information (optional)
1. Select insert New Line.
2. Enter Event Code, Event Name and Event Date.
3. Insert new line for each event needed.
4. Select Save
Select Commodity tab.
Review Commodity Information - General Information tab.
For Item
Review for the following information:
Commodity
CL Description
Line Type (Item)
Quantity
Unit
Unit Price
For Service
Review for the following information:
Commodity
CL Description
Line Type (Service)
Contract Amount
Service From
Service To
For Discount
Review for the following information:
CL description
Line Type (Discount)
Catalog
Effective From
Effective To
Catalog
Adjust for commodity information if necessary.
Note: Vendors, who registered for any of the commodity codes listed on the solicitation, receive an email notification of the solicitation , unless a Vendor List is used.
Select Evaluation Criteria Line (optional)
Select Evaluation Criteria Line.
Select Insert New Line.
Enter or select the required information for these Criteria, Response Type and Points.
Total number of points must equal 100.
Select Save
Select Vendor List
This page should ALWAYS be left blank for a solicitation.
Sole source (NPSS1) Document Only!
Update the Transaction Description in the Header section to show the following:
i.) Department, Unit Code, Description, Vendor Name = XXXXXXXXXXXXXXXX
If creating all other solicitation types, complete this step.
If the Vendor field is populated, delete the Vendor(s) listed in the Vendor field.
i.) Vendors who registered for the commodity code listed on the solicitation receive notification of the solicitation.
Select Save.
Select the Publishing section.
Enter or select the required information for these fields.
i.) Let Date, Close Date, Close Time, in 24- hour time format.
Note: You cannot load responses until after the Close date/time (unless solicitation is a DQ1).
Review auto-populated publishing list check boxes.
i.) Select/deselect items, as necessary.
Select Save.
Select Validate and Submit
Verify transaction created in the Procurement Folder.
Select Header
i. Click the 3-dot menu right of Attachments
ii. Select Procurement Folder
iii. Select 3-dot menu on the right side of the line
iv. Select View
On Procurement Management Page
Select Transactions
Verify Transaction appears
