How was the Budget Layout form 025_RY_BASE_ANN_ADJ created?
The budget layout form 025_RY_BASE_ANN_ADJ is created from the budget layout form 110_RY_LEGISLATION. Data from the closing budget year was extracted from PB just prior to the rollover process from the 110_RY_LEGISLATION layout form and this data was saved in a file. After the rollover process, the data was used to create the Budget layout form 025_RY_BASE_ANN_ADJ headers. The last step was to import the detail into the Expenses Tab.
How do the 025_RY_BASE_ANN_ADJ and 110_RY_LEGISLATION budget layout forms differ?
The two forms are created at different points in time in the budget cycle and are intended for different purposes, the information does not align exactly the same. The following is the detail on how these two forms differ:
The budget layout form 110_RY_LEGISLATION:
includes fields that are required for the data to interface from PB to CORE. There are two parts of the Budget Request form 110_RY_LEGISLATION: the Budget Request Header Tab and the Budget Lines 1 Tab. The Budget Request Details section includes fields for: Request Number/Item #, Name, Stage, and Description. The Budget Request Information section includes fields for Legislation Category. The COA Elements section includes fields for: Organization and SAI.

When these Budget Requests were entered into PB the SAI code was entered as 2 - Special Bill. The bill number was entered based on the legislation number assigned.
The Organization on the header tab is the Cabinet Code assigned for the agency. The organization code on the Budget Lines 1 Tab is the Department, followed by an underscore, followed by the unit.
The budget layout form 025_RY_BASE_ANN_ADJ:
is generated as part of the PB Rollover process. This form is intended to extract data from the end of the prior year budget cycle and provide a starting point for agency review on Technical Adjustments for Special Bills that have multi-year impact. This layout form includes fields that are required for the data to show in Schedules. There are three parts of the Budget Request form 025_RY_BASE_ANN_ADJ: the Budget Request Header Tab, the Expenses Tab and the Revenue/Transfers tab.
The Budget Request Details section includes fields for: Request Number/Item #, Name, Stage, and Description. The Budget Request information section includes fields for Budget Request Category and Common Policy Sub-Category. The COA Elements section includes fields for: Spending Authority indicator, Organization, and Bill Number.

Why is the header data on the Budget Layout form 025_RY_BASE_ANN_ADJ different from the data entered on the Expenses tab?
The reason the header data on the Budget Layout form 025_RY_BASE_ANN_ADJ is different from the data entered on the Expenses tab is that some fields on the header are fixed and cannot be updated, while certain fields on the Expense Tab need to be updated in order for data to show correctly on the Schedules.
