** CORE 4 Upgrade Change Management Update **
Update to CORE Change Management Process
January 26, 2024 (CORE Change Freeze)
Work on the CORE Upgrade has satisfactorily progressed to the stage of implementing a change freeze for our 3.9 system so that CORE Operations can ensure the final remaining configurations, scripting, and data points are the same in CORE4 as in CORE 3.9. The goal of the change freeze is to guarantee that we offer the most stable service possible to CORE users and vendors as the CORE Upgrade's launch date approaches. It provides you, our agency users, with the assurance that when we cut over to the new version of CORE, your business functions supported by the system will work as expected.
With input and approval from the CORE Governance Committee, PB Steering Committee, and Exec Steering Committee, the dates for the change freeze window are 2/7/24 - Post-Go-Live. This affects change requests submitted to CGC. You can change anything you can alter on your own at your agency level.
Upgrade Governance Plan
High-Level Roles and Responsibilities: Alignment of CORE Governance Committee (CGC) and PB Steering Committee (PBSC)
Enforce the System Change Management approach for CORE version 3.9:
Minimal changes: statutory design, standard interfaces, severe patches, and
Statue-driven training
Estimating 3 Months before going live - full change freeze for all areas
CGC or PBSC must approve exceptions
CORE Upgrade
Take part in Program Increment Review sessions (every 12 weeks), advise on future Program Increment Planning, and Agency SMEs for Upgrade involvement (Pain point validation, testing, change champions)
Provide feedback on Statewide business, system, and technology alignment needs as the upgrade implementation team executes work
Contribute to the prioritization of new features so that the Product Owner can maintain alignment with Statewide business needs
Consists of Agency representatives from major business areas, such as Accounting, Procurement, and Budget, as well as DPA and OIT
