This is caused by selecting the "Publish" button within the EV document. Even if you unselect this button later, the tab on the ColoradoVSS website will remain, so be cautious when selecting this on an EV document. There is a Solicitation Glossary that will describe the various tabs along with their definitions seen on ColoradoVSS when a vendor is reviewing a published solicitation or submitting an Online Solicitation Response.
